The 2021 China Power Reliability Summit Held In Tianjin

October 22, 2021 /CEC/ - On October 21, the 2021 China Power Reliability Summit organized by China Electricity Council (CEC) was held in Tianjin. Experts and scholars from government departments, industry and enterprises focused on the latest topics to discuss and analyze the opportunities and challenges of the development of the power reliability in China. The Summit was guided by the National Energy Administration and supported by the State Grid Tianjin Electric Power Company and Beijing Zhixin Microelectronics Technology Co., Ltd. 

Yu Chongde, the Vice President of CEC and Zhao Liang, the Chairman of State Grid Tianjin Electric Power Company made the Welcome Notes for the Summit. Tong Guangyi from the Power Safety Supervision Department of National Energy Administration, Chen Ping from Power Reliability and Engineering Quality Supervision Center of National Energy Administration and Guo Jiaofeng from the Institute of Resources and Environmental Policy of Development Research Center of State Council made the Key Notes. About 200 delegates from the power companies attended the Summit. During the Summit, CEC announced the list of the Generating Unit with Excellent Reliability Performance in 2020 and issued the certificate to the operators of the mentioned 104 units on the list.

Tong Guangyi expressed: “During the "14th Five-Year Plan" period, the power industry should strive to achieve its major mission of becoming bigger, stronger, cleaner and more efficient, and to achieve the five tasks of power reliability management. Firstly, to have clear strategy for the development of reliability management according to the "14th Five-Year Plan". Secondly, to enhance the role of power reliability management technology. Thirdly, to improve the ability of the power reliability management. Fourthly, to improve the informative power reliability management by internet technologies. Fifthly, to  tap the value of power reliability data.“

In the speech, Yu Chongde proposed: “During the 14th-Five-Year-Plan period, the power industry should strengthen the research on the reliability management theory of the New Type Power System with clean energy as mainstay, and to accelerate the construction of the reliability management system of the power generation, transmission and distribution system. To explore the value of the reliability data and the application of data in reliability management under the situation of energy interconnection. The power industry should also focus on the research on the operation of power equipment and facilities and the reliability of power supply for reaching the nation’s dual-carbon goal.”

At forum, Academician Yu Yixin systematically discussed the concept of "Hierarchical and Cluster Power Grid Architecture" against background of building a new power system. Bian Jianhua and Professor Wu Jie respectively gave explanations on the power outage in Texas in February this year, the various causes of the Texas power crisis, and the risks and power reliability technologies in the post industrialization era.
