Yang Kun attended the 9th Global Energy Security Forum

On December 14, the 9th Global Energy Security Forum hosted by the Chinese Academy of Social Sciences was held in Beijing. Yang Kun, Executive President of the China Electricity Council, attended the forum and delivered a speech.

Yang Kun pointed out that since the 13th Five-Year Plan, the energy and electric power industry has accelerated the construction of a clean, low-carbon, safe and efficient energy system. It is estimated that by the end of 2020, the installed capacity of China will reach 2140 GW, including 930 GW of non-fossil energy, accounting for 43.7% in the total, exceeding the targets of 2000 GW, 770 GW, and 39% stated in the 13th Five-Year Plan for power development. In 2019, the equivalent availability factors of thermal power, hydropower, gas turbines, and nuclear power plants all reached more than 90%, and the availability factors of major power transmission and transformation facilities such as transformers and overhead lines exceeded 99%. The average power supply reliability rate for users of the national power supply system was 99.843%, the average annual power outage time for users of nationwide is 13.72 hours/household, which is 3.22 hours/household less than in 2015, and the reliability of electricity supply is steadily improved. In September of 2020, China pledged to increase its NDC (Nationally Determined Contribution), strive to reach peak of carbon dioxide emissions before 2030, and strive to achieve carbon neutrality by 2060. In order to promote the scientific development of electric power in the context of the goal of carbon neutral, the power industry should focus on the following tasks：first, scientifically formulate the energy and power development plan in line with the goal of carbon neutral; second, vigorously develop clean energy to promote the optimization of resources allocation in a larger range; third, promote the construction of smart energy system with power as the core link; fourth, further create a new situation of international power cooperation featuring cooperation and sharing, mutual benefit and win-win results.

During the forum, the Institute of Quantitative Economics and Technical Economics of the Chinese Academy of Social Sciences released the "Energy Transition in the Perspective of Carbon Neutrality: Choices and Paths—Future Energy System with Carbon Peak in 2030 and Carbon Neutrality Targets in 2060", and how to achieve the goal of carbon peak before 2030 and carbon neutral before 2060 has been analyzed and specific development suggestions have been put forward.
