China Electricity Council releases "China Electrification Development Report 2019"

On May 11, CEC issued the "China Electrification Development Report 2019".The report takes the development process of electrification as the research object, shows the development situation of electrification, establishes the evaluation index system reflecting the progress of electrification, analyzes the development trend of electrification, and puts forward the development goal of medium and long-term electrification in China.

The report points out that since the 12th Five Year Plan, the electrification development in China has made remarkable achievements in clean energy power generation, power transmission and distribution, power supply security, new business forms of electric power, power substitution, energy conservation, power demand side management, power marketing, electricity business environment, general service of electric power, market-oriented reform of electric power, low-carbon power and other major fields. In 2018, the energy used for power generation accounted for about 46.4% of the national primary energy consumption, and the electricity consumption accounted for 25.5% of the final energy consumption in China. Major indicators of electrification have been steadily improved, and the electrification process has entered a new stage and moved forward rapidly in China.

According to the report, the electrification process in China is generally in the middle stage of intermediate level of electrification. Compared with the United States, Germany, Japan and other developed countries, China still lags behind, but the gap is gradually narrowing. It is predicted that by 2035, the proportion of energy used for power generation in the primary energy consumption will increase to 57%, the proportion of electricity consumption in the final energy consumption will increase to 38%, and the per capita household power consumption will increase to 1900 kwh. By then, the electrification process of China will generally be in the advanced  stage of the intermediate level of electrification, especially the proportion of electricity consumption in the final energy consumption will be at the international advanced level.

The report puts forward that the improvement of the whole society's electrification level should be included in the national energy strategy, social consensus on electrification development should be reached, and electrification development should be regarded as an important path to promote energy consumption, supply, technology, system revolution and comprehensive international cooperation. By guiding the rational layout and coordinated development of all kinds of clean power generation, improving the safe operation and intelligent level of the power system, deepening the reform of the power system, and narrowing the gap in the level of electrification between different industries and regions, by 2035, the power consumption of the whole society in China will reach 11.6 TWh to12.1TWh, the clean energy power generation will be 6.9TWh to 7.4TWh, and the carbon dioxide emission intensity per unit power generation will be 38% lower than that in 2020. The development of national electrification will be more balanced , and the level of electrification of the whole society will continue to improve. The process of electrification will more effectively promote the green and low-carbon transformation of energy and power development, and provide strong support for high-quality economic and social development.
