Consumer Power Supply Reliability
In 2016, there were 429 prefecture-level power corporations incorporated in reliability statistics, covering 2,183 thousand urban consumers and 6,312 thousand rural consumers, accounting for 25.7% and 74.3% respectively. Consumers depending on 10kV (6kV, 20kV) power systems have a capacity of 2,604,370MVA in total. Urban consumers have a capacity of 1,271,380MVA, taking up a percentage of 48.8%, while rural consumers have a capacity of 1,332,990MVA, a percentage of 51.2%. Figure 1 shows the average outage frequency and outage time of consumers with 10kV (6kV, 20kV) power systems in 2015 and 2016.

The national average power supply reliability rate (RS1, total non-outage rate) is 99.805%, decreased by 0.075 percentage point over the previous year. The average outage time is 17.11 hours per consumer a year, an increase of 6.61 hours per consumer compared to the previous year. The average outage frequency is 3.57 times per consumer, increasing 1.05 times per consumer compared to the previous year. For urban consumers, the average outage time is 5.20 hours per consumer, increased by 1.12 hours per consumer from the previous year. The average outage frequency is 1.22 times per consumer, a year-on-year increase of 0.15 time per consumer.
For rural consumers, the average outage time is 21.23 hours per consumer, increased by 8.49 hours per consumer than the previous year. The average outage frequency is 4.39 times per consumer, having a year-on-year increase of 1.26 times per consumer. Figure 2 shows the national average consumer outage time and the average consumer outage frequency in 2016 compared with 2015.
