Conquering the Final Fortress of Poverty（4）

Education has become a vital weapon in alleviating poverty. China Southern Power Grid senior managers place education as a priority, making huge financial investments in making sure quality education is available to all Chinese youth within their target market of South China.

The results have been remarkable...

From Year 2015 to 2017, China Southern Power Grid sponsored 58 high school graduates from Yunnan Diqing to study in electric power colleges. As of July 2019, all students have graduated and are now working in county-level power supply enterprises to realize the "one-person employment, the whole family out of poverty".

Long-term governance, education and poverty alleviation still continue. From Year 2019 to 2021, the Company plans to select 30 youth from the poverty-stricken households in Diqing Prefecture to progress in electrical and related majors at colleges and universities.

Concurrently, the Company is also build "Southern Network Zhixing" bookstores and “smart” classrooms as well as "Southern Network Zhixing" summer camps and other themed activities to assist poor students with practical, real world examples. At present, China Southern Power Grid Corporation is still helping more than 337.000 poverty-stricken people. It is expected that during Year 2019, 70,000 people will be helped out of poverty, and the poverty alleviation rate will reach 98%.

Although poverty reduction has achieved positive results, it is only a year away from the 2020 goal of complete poverty alleviation. The task of getting rid of poverty once and for all is a major challenge

China Southern Power Grid senior managers will continue to focus on promoting the transformation and upgrading of rural power networks in “deep” poverty areas such as the “three districts and three states” in Nujiang and Diqing, and increase the power industry's poverty alleviation funds based on the power supply of 448 villages in Nujiang and Diqing.

This means continuing high quality electrical efforts to promote the construction of the “three districts and three states” rural network transformation and upgrade projects. In the process of power grid construction, China Southern Power Grid is doing a good job in project management, realizing resource sharing and rational deployment, further improve the efficiency of “three districts and three states” power grid construction, and ensure the full completion of “three districts and three states” and other deep poverty in the first half of 2020.

For those poverty-stricken places where populations are scattered, transportation is spotty (at best) and the cost of public services is high, the government will carry out centralized resettlements. China Southern Power Grid senior managers are fully committed to supporting this power supply of the poverty alleviation and relocation work, and in conjunction with the 100,000 relocation and resettlement plan proposed by Nujiang Prefecture, actively building supporting power grid facilities to ensure “relocation of one household and one household”.

Today, of the entire Diqing Prefecture …only Weixi County is left and it is the main “battlefield” in fighting back against poverty. China Southern Power Grid continues to enhance its power security and invested over 100 million yuan to strive to build Weixi County into a demonstration county for poverty alleviation in the electric power industry and a demonstration county for rural smart distribution networks.

By Year 2020, the various indicators of the distribution network in Weixi County are slightly higher than the average level of the rural distribution network in the province, and the power supply capacity and power quality have been significantly improved, laying a solid power foundation for the comprehensive “win-win” situation.

Winning the fight against poverty is well worth the effort in making an arduous historical task.

China Southern Power Grid will make every efforts in new and greater contributions to the overall victory of poverty alleviation and meeting Year 2020 deadline of completion of a well-off society.

Overview

● China Southern Power Grid Corporation has been awarded the “Best” assessment of the central government’s fixed-point poverty alleviation work for two consecutive years.

● China Southern Power Grid Corporation, Super High Voltage Company, Guangdong Power Grid Corporation, and Fengfeng FM Company earned the highest evaluation of Guangdong Province's 2016-2018 poverty alleviation performance evaluation. For the second consecutive year, Guangxi Power Grid Corporation and Yunnan Power Grid Corporation obtained the highest evaluation of the effectiveness of poverty alleviation in the provinces (districts). Guizhou Power Grid Corporation received the highest rating of “Excellent” in the 2018 annual provincial fixed-point poverty alleviation assessment in Guizhou Province.

● In February 2019, the Yunnan Provincial Party Committee and the Provincial Government sent a letter of thanks to China Southern Power Grid for its “strong support for the work of poverty alleviation in Yunnan.” In February 2019, the Ministry of Agriculture and Rural Areas 100 households research team visited Yunnan Power Grid Corporation and its designated poverty alleviation model was praised with development experience and poverty alleviation results published in Farmers Daily.

● In January 2019, Chen Wu, deputy secretary of the Party Committee of Guangxi Zhuang Autonomous Region and chairman of the government of the autonomous region, went to Dahua Yao Autonomous County. In the Weng Village of Yalong Township, he greeted the employees of Guangxi Power Grid Company and confirmed the Company’s poverty alleviation efforts, saying, "you have to transform transformers and Taiwan areas to make a special difference in poverty alleviation. You have done a good job! Many thanks to the power supply department for their efforts and contributions in poverty alleviation in Guangxi!"

● In September 2019, Li Zaiyong, member of the Standing Committee of Guizhou Provincial Party Committee and deputy governor, issued a report on the “Report on the Work of Guizhou Power Grid Co., Ltd.”: “Guizhou Grid Corporation’s work in the Year 2019 January-August time period has earned outstanding results and strong community support. Guizhou's economic and social development, especially in the areas of people's livelihood security, poverty alleviation, enterprise transformation and upgrading, and the cultivation and development of emerging industries."

● In January 2019, Zhang Shengdao, member of the Party Committee of Guangdong Provincial State-owned Assets Supervision and Administration Commission and deputy inspector, gave instructions on poverty alleviation work of Guangdong Power Grid Corporation, saying: "Guangdong Power Grid Corporation has achieved outstanding results in the work of getting rid of poverty, reflecting the high political standing of the party committee of the Company. The implementation of the decision-making arrangements of the Central Committee and the Guangdong Provincial Party Committee is resolute and conscientious, reflecting the fact that the real poverty alleviation and poverty alleviation are worth learning.

Honors

● China Southern Power Grid Corporation and Guangdong Power Grid Corporation earned the “Red Cotton Cup” Gold Cup Award for poverty alleviation in Guangdong Province for four consecutive years.

● In recent years, more than 70 people from the Guangdong Power Grid Corporation have been awarded the municipal and above-level poverty alleviation work; the Guangxi Power Grid Corporation was honored to 21 units and collectives, and 37 people have received municipal and above-level poverty alleviation work commendations; Yunnan Power Grid Corporation had a total of 23 Units, collectives, and 53 people received commendation for poverty alleviation work at the city level and above, and the Guizhou Power Grid Corporation system received 12 units and collectives, and 19 people received local and municipal poverty alleviation work acclamations.
