Conquering the Final Fortress of Poverty（3）

Between Years 2019 and 2020, there are 19,000 poverty alleviation projects expected in the power supply range of the Company which will set aside 6.53 billion yuan to build a supporting power grid project which will benefit 937,000 and 3.465 million rural people.

In South Guangdong, China Southern Power Grid completed the “13th Five-Year Plan” rural network transformation and upgrading target two years ahead of schedule which benefited 2,277 provincial poverty-stricken villages, and assisted Guangdong Province continue it battle against “precision” poverty.

With these many positive poverty alleviation efforts, China Southern Power Grid Corporation and Guangdong Power Grid Corporation earned the “Red Cotton Cup Gold Cup Award” for poverty alleviation in Guangdong Province for four consecutive years.

In the town of Bagui, China Southern Power Grid senior managers have accelerated their short-term poverty alleviation efforts by focusing on two extremely poor counties within their power supply area with eight planned capping counties, and building a poverty alleviation demonstration county in the Donglan Power Industry.

During Year 2019, three key indicators for rural power grids have reached national targets and the power supply capacity and power quality of poverty-stricken areas have been comprehensively improved.

The first efforts are fighting poverty by tackling the power accessibility. In order to ensure that the poverty-stricken areas achieve the national new round of rural power grid transformation and upgrading goals one year ahead of schedule, China Southern Power Grid is accelerating the construction of power grids in poverty-stricken areas.

This significant power grid investment is a priority to ensuring poverty alleviation projects in the power industry, and actively follow up on the promotion of poverty alleviation and photovoltaic poverty alleviation.

The progress of the special poverty alleviation project ensures that the supporting power grid project and the poverty alleviation project will be constructed and jointly placed into production. All PV poverty alleviation power stations within the power supply scope are proprieties and key to providing strong power protection for poverty alleviation.

Wearing a straw hat and riding his bicycle to work each day, Zhang Liye was instrumental in Dahua Village, Chikeng Town, Haifeng County, Shanwei City, Guangdong Province in opening its pathway to poverty alleviation.

As the first secretary of the Guangdong Power Grid Corporation Shanwei Power Supply Bureau in Dahua Village and the captain of the poverty alleviation team, Zhang has been mourning the outstanding problems of “two guarantees and three guarantees”.

At present, 33 households have been wired for electrical power and 43 school age children enjoy the benefits that reliable electricity provides with a total of 100 households and 341 poor households in Zhang’s community are now living a life out of poverty.

On this road to poverty alleviation, China Southern Power Grid senior managers have earned accolades in their ongoing efforts … as in April 2016, 12 poverty-stricken villages were selected to carry out the creation of a precision poverty alleviation demonstration village.

These positive results have been successfully reviewed and identified as “Precision Poverty Alleviation Demonstration Village of China Southern Power Grid”, which provides guidance and reference for the company's other poverty alleviation sites to carry out poverty alleviation work.

Take Yangfang Village, Taijiang County, Guizhou Province as an example.

Guizhou Power Grid senior leaders took measures including developing industries and leading cooperatives. Each poor household participate in at least one cooperative and have created wealth-promoting industries.

Since the 18th National Congress of the Communist Party of China, in the vast land of the five provinces and autonomous regions in China’s south, China Southern Power Grid senior managers have undertaken fixed-point poverty alleviation tasks arranged by the State Council’s Poverty Alleviation Office and the State-owned Assets Supervision and Administration Commission in Guangxi Donglan County, Yunnan Weixi County.

More than 1,400 poverty alleviation cadres were dispatched, directly assisting and building 88,800 poverty-stricken households, and investing about 435 million yuan in targeted poverty alleviation funds to help 590 poverty alleviation points and about 260,000 people to achieve poverty alleviation.

China Southern Power Grid senior managers implemented a development strategy to achieve poverty alleviation, forming a stable poverty alleviation industrial chain. This has required long-term, early planning and market positioning to develop characteristic industries according to local conditions. During Years 2015 to 2018, the accumulated investment was about 170 million yuan, and a total of 784 industrial projects such as aquaculture, planting and rural tourism were cultivated, which pushed forward the industrial development of poor villages.

In southwest China, the Company provided significant resources to assist Yunnan Weixi county as staff explored innovative poverty alleviation models; established the Weixi County Poverty Alleviation and Development Company; adopted the "Company + base + farmers (cooperatives)" operation mode and launched the "Anzhen" brand.

Today there are 25 kinds of agricultural special products such as pork and morel, as the accumulated sales amount has exceeded 26.61 million yuan, which drives the local 2,565 farmers to increase their income per capita by more than 1,700 yuan per year and has embarked on a benign development to build a poverty alleviation product brand.

In this manner, China Southern Power Grid assists poverty-stricken counties. In Year 2019, the Company helped 34 pre-exhaustion villages in Donglan, Guangxi, and six extremely poor villages to build the “Southern Network Poverty Alleviation Workshop” to “Company + Cooperative + Base + Farmers”. The mode of development of the edible fungus industry is expected establish steady incomes to more than 2,000 households.

Broadening the sales channels of poverty alleviation products has been a fundamental goal for the Company's poverty alleviation cadres. Many poor areas are rich in special products, but due to challenges in transportation and bringing their products to market, it has been challenging to find good prices in the market.

China Southern Power Grid is committed to solving this problem by using e-commerce marketing strategies to aid in poverty alleviation.

The first batch of poverty alleviation products were sold in the poverty alleviation area of Nanwang Mall in September of this year with advance orders already exceeding 400,000 yuan. Through these market-oriented strategies, the “Babei Pumpkin” from the Shenzhen Power Supply Bureau's Poverty Alleviation Vegetable Base was successfully selected as one of the first 18 “Deep Foods” after being reviewed and filed by the Shenzhen Deep Food Standards Working Committee.
