Contribution Agreement of Huaneng Shandong Shidao Bay Nuclear Power Co., Ltd.

On December 25, 2006, the shareholder capital contribution agreement and Articles of Association of Huaneng Shandong Shidao Bay Nuclear Power Co., Ltd. were signed in Beijing Diaoyutai State Guesthouse. The move is a mark that a substantial progress has been made in the nuclear power demonstration project of high-temperature gas-cooled reactor, a major project listed in the National Plan for Medium and Long-Term Scientific and Technological development (2006-2020).

The signing thereof means that the demonstration project has been officially started and got into the stage of substantive construction. It represents a helpful attempt made by Huaneng Group, China Nuclear Engineering and Construction Corporation and Tsinghua University to promote the integration of enterprises, universities and research institutes, promote its commercialization and meet the requirement of the Central Government that enterprises should play a leading role in the independent technological innovation, with positive significance for stopping up a gap in our high technology for nuclear power stations, achieving scientific and technological results in China that have a major impact in the world and becoming one of the innovative countries.
