China Huaneng Group held Annual Working Conference 2012

On Jan 11 and 12, China Huaneng Group held the Annual Working Conference 2012 in Beijing. The conference focused on summarization of work in 2011, analysis of current situation, and deployment of work in 2012. It called upon all staff to work enthusiastically and diligently to accelerate the transformation and upgrading of China Huaneng Group, so as to make it stronger and better, and build it into a world-class enterprise with international competitiveness.

Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee and CPPCC (Chinese People’s Political Consultative Conference) Chairman, Xi Jinping, member of the Standing Committee of the Political Bureau of the CPC Central Committee, China’s Vice President, and Vice Chairman of the Central Military Commission, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, Zhang Dejiang, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, Ma Kai, State Councilor and Secretary-General of the State Council, all of these leaders have made important instructions respectively to the work of China Huaneng Group, speaking highly of its achievements in 2011, and hoped it would continue to wield the pioneering and innovative spirit to achieve new heights. In his instructions, Mr. Jia Qinglin hoped that China Huaneng Group would deepen corporate management, strengthen structural adjustment, improve work in scientific and technological innovation, energy saving, and emissions reduction, so as to create first-class achievement and make greater contribution to the construction of modern energy industry system and the rapid and sound development of economy and society. Mr. Xi Jinping, in his instructions, hoped that China Huaneng Group would make persistent efforts, blaze new trails and forge ahead, center on raising quality and effectiveness, and strive to build a world-class enterprise, so as to play a bigger role in safeguarding national energy security and promoting economic and social development. Mr. Li Keqiang, in his instructions, hoped that China Huaneng Group would adhere to rational development, actively promote transformation and upgrading, ensure safe and stable power generation for continuous economic and social development. Mr. Zhang Dejiang, in his instructions, hoped that China Huaneng Group would deepen corporate reform, accelerate transformation and upgrading, strengthen corporate management, propel restructuring, boost scientific and technological innovation, tap potentials and increase profit, enhance energy saving and emission reduction, so as to make vigorous contribution to steady and rapid development of national economy.

Mr. Zhang Ping, Chairman of the National Development and Reform Commission (NDRC), Mr. Wang Yong, Chairman of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), and Mr. Wu Xinxiong, Chairman of the State Electricity Regulatory Commission, all made their instructions which also spoke highly of the work of China Huaneng Group and put forward the new hope and requirements.

In the conference, Mr. Cao Peixi, President of China Huaneng Group, delivered a work report named Accelerate the Transformation and Upgrading, Make It Stronger and Better, and Build It into a World-Class Enterprise with International Competitiveness.

The Work Report gives a comprehensive review over all work of China Huaneng Group in 2011. Facing complex and severe development situation, China Huaneng Group overcame various difficulties, and accomplished the SASAC’s performance appraisal target and various annual tasks, and made important contribution to the steady and rapid development of national economy. By the end of 2011, the installed capacity of China Huaneng Group’s wholly-owned and majority-owned power plants both home and abroad has reached 125.38GW, a year-on-year growth of 10.5%; and generated electricity of 604,600GWh, a year-on-year growth of 12.5%; and coal production has reached 64.06 million tons, a year-on-year growth of 38.5%; and combined business revenue has reached 270.3 billion Yuan, a year-on-year growth of 18.5%; and the net coal consumption rate was 318.68 g/KWh, a decrease of 4.04 g/KWh; and station service power consumption rate was 5.08%, a decrease of 0.14%.

In the conference, Mr. Cao Peixi profoundly analyzed the current situation, and put forward the general requirements for the work in 2012: comprehensively implement the spirits of the Seventeenth CPC National Congress and the plenary sessions of the Seventeenth CPC Central Committee, follow the guidance of Deng Xiaoping Theory and the important thoughts of the "Three Represents", thoroughly apply the Scientific Outlook on Development, center on raising development quality and effectiveness, focus on accelerating transformation and upgrading, strive to change development pattern, comprehensively enhance performance in safety, operation, development, so as to make greater contribution to economic and social development.

Mr. Cao Peixi pointed out that, the main task this year is to meet the yearly performance targets, gain grade A in the performance assessment by SASAC, and comprehensively push forward the efforts of building Huaneng into a world-class enterprise. In 2012, eight key areas need to be enhanced: further strengthen safety management, deepen the construction of safety production management system; strengthen operation management, and go all out for effectiveness; improve development quality to bring about effective, and orderly development; enhance capital operation and implement “go global” policy to advance adjustment of capital layout; propel scientific and technological innovation, improve technological innovation system, and perfect technological innovation mechanism; intensify energy saving and emission reduction, and effectively promote the construction of environmentally-friendly enterprise; carry forward reform and innovation to improve corporate management; reinforce the Party building efforts to raise the scientific level of Party building work.

In his concluding speech, Mr. Huang Yongda required that each unit of China Huaneng Group should study the spirit of the conference conscientiously, and intensify its implementation. First, intensify the efforts to achieve the goal of building up a world-class enterprise with International competitiveness. For this, we should pay adequate attention to benchmarking, and foster a culture of overtaking the advanced and help those who are less advanced; strengthen leadership to accelerate the building-up of world-class enterprise. Second, make great efforts to accomplish operation tasks. Take the improvement of thermal power generating as a core to improve the profitability of power generation industry; intensify coordination among industries, raise the economic benefits of coal, finance, and sci-tech industries; reinforce capital operation to further elevate its specialization and management level. Third, upgrade the scientific level of Party building work. Launch intensive campaigns in grassroots Party organizations and among Party members to encourage them to excel in their performance. Fourth, improve the competence of leaders. We should do a good job in implementation by relying upon good ideological and political ethics, so as to accomplish the yearly target in high quality and standard, and ensure significant progress on the track to world-class enterprise.

Relevant officials from the Organization Department of the CPC Central Committee, the SASAC of the State Council, Ministry of Environmental Protection, National Audit Office, State Administration of Work Safety, State Electricity Regulatory Commission etc. were invited and attended the conference.
