CHD Implemented a Combination of Precise Measures in Poverty Alleviation in 2019

BEIJING, April 10 -- CHD has studied the spirit and theory of General Secretary Xi Jinping on poverty alleviation with most earnest manners. It thoroughly implemented the decisions and planning of the CPC Central Committee and the State Council on poverty reduction and delivered a combination of precise measures to end poverty. In 2019, CHD directly contributed support capital of 257 million yuan, and selected 127 cadres to lead the poverty alleviation effort in 16 provinces (autonomous regions), many of whom were stationed in rural areas where they would oversee the operations. Through the endeavor, CHD was able to successfully complete tasks of poverty alleviation assigned by governments on both national and local levels. Among the recipient prefectures involved, Wuqia County and the City of A'tushi of Xinjiang, two of the targeted areas of poverty; the City of Kashgar of Xinjiang and Dulan County of Qinghai, two of the designated areas for partner assistance, have all been lifted out of poverty.

Mr. Wen Shugang, CHD Chairman of the Board personally presided over the designated committee, and fulfilled his duty as the person responsible for the planning, deployment and oversight of the poverty alleviation work. The key cadres and board members conducted frequent visits and field studies in the targeted areas, and contributed significant efforts to the implementation of the key decisions made on poverty alleviation. The committee implemented timely adjustments on matters like appointments of personnel and the numbers of personnel assigned to the taskforce in both CHD’s headquarters and subsidiary in Xinjiang were increased to strengthen the management of poverty alleviation work.

CHD leveraged its strength to align poverty reduction with its own development as a state-owned power company. The company ventured into the innovative mode of “Guangfu” or “poverty alleviation through photovoltaic”, which enabled the rapid completion of a 500KW photovoltaic power station in Baykurut Village of Wuqia Countyin just two months, making it the first photovoltaic power station dedicated to poverty alleviation in the Kizilsu Kyrgyz Autonomous Prefecture, and the first of the second batch of its kind under the 13th Five-Year Plan to be connected to the grid, bringing a yearly revenue of 600,000 yuan to the village. A “1+3+21” operating and maintenance routine is also an innovation developed here, which has helped tackle the challenge of lifespan operation facing photovoltaic power stations dedicated to poverty alleviation.

Targeting the weak infrastructure in underdeveloped villages, CHD prioritized supporting the construction of facilities concerning people's livelihood, and strove to improve the working and living conditions of people struggling with poverty. CHD actively promoted the improvement of medical facilities in poor areas, and built health centers in Torugart of Wuqia County and Alajun Township of the City of A'tushi, providing medical services to 22,864 people who had difficulties in accessing medical care. CHD also carried out water safety projects in rural areas, solving problems such as excessive fluoride and hardness in the tap water in village schools, and provided safe potable water to children. Moreover, CHD acted to ensure water safety for more than 2,000 people in two targeted villages for poverty alleviation, which are the Baykurut Village of Wuqia County and Wakewake Village of the City of A'tushi.

Matching industrial capitals with the signature resources of the targeted regions, CHD actively participated in the upgrading of signature industrial projects of the poverty-stricken regions. Measures specified to local conditions were under constant evaluation to help speed up the development of plant and livestock farming, forestry and grass industry, agricultural product processing industry, agricultural leisure, rural tourism industry and so on, which have proven effective in stimulating incomes for poor households, so as to promote continuous and steady development of industries with specialties, bringing underprivileged areas and people more income and tangible benefits.

CHD attached great importance to the development of education as an effective tool to end poverty. It vigorously promoted the construction of schools and supporting facilities in poor areas, and subsidized schooling for children from underprivileged families by setting up scholarships, grants, or "one-to-one" pairings. In 2019 alone, a total of 2.55 million yuan was invested to improve the hardware facilities of designated county-level kindergartens in targeted counties and villages. 540 students from underprivileged families with excellent character were sponsored to complete their studies.

Poverty alleviation through consumption is an effective way to address the problem and an important way for society to participate in poverty alleviation. CHD created the “network + order” mode and sets up a new platform for poverty alleviation through consumption. Through the “Internet + cooperatives + farmers” mode, the company provided one-stop services for the production, processing and sales of featured agricultural products, and facilitated the delivery of locally produced sheep, pigeons and other products to customers in Wuqia County within 48 hours, so as to solve the problem that had long plagued the local communities. In 2019, the sales volume reached nearly 3.8 million yuan, tripled from when it was last recorded.

CHD will earnestly fulfill its mission as a state-owned enterprise and, with greater determination, clearer thinking and more precise measures, contribute its efforts to help win the battle against poverty. It will deliver a satisfactory answer to the CPC Central Committee and the State Council as well as the people living in poverty.
