BEIJING, March 26 -- To stand the test of COVID-19 outbreak, China Huadian takes solid measures to undertake epidemic prevention as well as production, and implements targeted measures to resume work of its major projects. During this process, China Huadian pays attention to the connection between employment expansion and project construction, with the latter as an effective pathway to create jobs for local communities to ensure construction process as well as stabilize economy and employment.
The Jinsha River Upstream Sichuan-Tibet Section Cascade Power Plant, developed by Huadian Jinsha River Upstream Hydropower Development Co., Ltd. is a major project listed in the national 13th Five-Year Plan. Ever since outbreak of the epidemic, the company has been working hard to contain the virus while proceeding with project construction. Full operations at key areas and key routes have quickly resumed and, as of today, more than 4,000 workers are working on the construction site. At present, these construction work together with measures like targeted support, industry support, job support and participation in the construction work, have helped to greatly improve the local infrastructure, created nearly 300 million yuan in value, and provided more than 1,000 jobs. Eight villages from seven targeted counties helped by Huadian Jinsha River Upstream Hydropower Development Co., Ltd have been lifted out of poverty thanks to these measures.
As of February 2020, China Huadian has invested 700 million yuan in its first offshore wind farm, the Fujian Fuqing Haitan Strait Offshore Wind Farm. During the construction period, the project has involved a total of 165 people for such work as power lines construction along access to workshop, land acquisition and sea area acquisition, which increases income for adjacent villages, fish farms and ports, and brings role of a project in boosting local economy into full play.
Outside China, China Hudian 2x350MW thermal power plant in Sihanoukville, Cambodia, billed to be the largest of this kind under construction in this country, has attracted many residents to sign up for job since site ground leveling work began in January, 2020. 70 people have been hired for site construction and supporting work, arousing strong reaction and earning a good reputation in local area. Later this year, with more sub-contractors are joining on site, labor demand is expected to spike and peak at as many as 4,500, which will further drive employment in Cambodia and provide more opportunities for local labor.
Through leveraging its major projects to boost public confidence and reinvigorate employment vitality, China Huadian’s efforts to prevent epidemic as well as to resume production start to pay off at this stage. Moving forward, it will speed up resuming work and encourage workforce in areas where the epidemic is less severe to join the project construction and fight against COVID-19.
