Approved by the People’s Government of Tibet Autonomous Region, the poverty alleviation authority of Tibet announced on February 6 that Nyainrong County in Nagqu City has been officially removed from the list of poverty-stricken counties thanks to the pairing assistance from China Energy Group.
Since China Energy Group was assigned to aid Nyainrong County in 2002, it has sent excellent officials and constantly increased investment to help the county out of poverty. Over these years, it has dispatched eight persons in six batches to take office in local poverty-stricken villages, and invested 451 million yuan to launch 177 poverty reduction projects in fields ranging from economy, society, people’s livelihood and industrial development in the county.
Focusing on Improvement of People’s Living Standards and Laying Solid Foundation for Local Development
China Energy has invested 160 million yuan to build relocation houses and demonstrative well-off villages, including No.28 Village in Seqing Township, the first demonstrative well-off village in Nagqu, and No.4 Village in Nyima Township, an eco-tourism demonstration village. All residents of former poverty-stricken villages moved into new villages and shook off poverty. China Energy has also invested nearly 100 million yuan to build urban utilities, hospitals and cultural facilities in Nyainrong and launched livelihood projects concerning the centralized support of wubaohu (households enjoying the five guarantees), disaster prevention and relief, education, and severe ill aid. Since 2012, its public welfare foundation has carried out congenital heart disease screening for 3,700 children in Tibet and cured 105 found to be infected with the disease. Over the past three years, China Energy has helped 10,804 people from 2,531 families in Nyainrong get rid of poverty, and the county’s incidence of poverty dropped from 26.89 percent in 2016 to 0.58 percent at the end of 2018.
Assisting Tibet through Industry and Helping Locals Increase Their Incomes
Over the years, China Energy has invested nearly 30 million yuan to build the Gaque Ranch. The ranch adopts an innovative operation mode integrating the “company, collectives, farmers, industry and scientific research” and has helped lift 237 people out of poverty, averagely 84 people from 37 families each year. It also stimulates the development of animal husbandry in Nyainrong.
Upholding Assistance through Motivation and Education and Enhancing the Effectiveness of Poverty Alleviation Efforts
China Energy has cumulatively invested more than 70 million yuan to build two elementary schools and a kindergarten in Nyainrong and carry out a program to provide financial support for students from poverty-stricken families. In 2012, it became the first of the 17 enterprises under the State-owned Assets Supervision and Administration Commission of the State Council to provide aid for Tibet to launch the Two Centenary Goals Program. It has provided 350 jobs for college graduates from Tibet and hired 40 people. Moreover, it has been committed to training officials for the county and township governments and local villages and conducting patriotic education for more than 400 religious staff. In this way, China Energy has helped the county constantly improve political quality and enrich development ideas of personnel at various levels and expand its talent base.
