On July 21, 2016, at 0:05 a.m., Unit 4 of Ningde Nuclear Power Plant was qualified for commercial operation. So far all 4 units of Ningde Nuclear Power Plant Phase IProject have been put into operation, and there have been19 nuclear power units (including the Fangchenggang Nuclear Power Plant under entrusted managementgranted by the parent firm CGN) which were available for power generation under the management of CGN Power Co., Ltd., with a total installed capacity of 20.384GWe. CGN continues to maintain the position of the largest nuclear power operator in China and fifth largest one in the world.
Ningde Nuclear Power Plant is located in Taimu Town, Fuding City of Ningde City, Fujian Province and 6 million-kilowatt units are planned for the project. The site survey of Ningde Project was started in Jan. 2004, and then followed by phases of site selection, preliminary feasibility study, feasibility study, and project approval. 4 units of Phase IProject adopted CPR1000 technology and formally started construction on Feb.18, 2008. Guided by the principle of “Safety First, Quality Foremost, Pursuit of Excellence”, all participating parties strictly controlledthe project quality, worked togetherto build excellent project. Unit 1was put intocommercial operation on April 15, 2013, and Units 2, 3and4 were put intooperation on May 4, 2014, June 10, 2015 and July 21, 2016 successively.
As the first nuclear power plant in WestCoast ofStrait Economic Zone, Ningde Nuclear Power Plant bears the national strategic mission of developing clean energyand achieving carbon emission reduction targets,it makesgreat contribution in promotingthelocalization of nuclear power equipment, improvingthe self-innovation capability of China’s nuclear power technology, strengtheningthe energy securityof WestCoast of Strait Economic Zone.Ningde Nuclear Power Plant Phase IProject makes 16 significanttechnological improvements like “18-monthsfuel cycle”, “design improvement of site backup diesel generator units”,and the self-reliantfull scope simulator firstly used by the project reaches the international advanced level,the automatic welding of main pipe breaks the technology blockade of foreign countries, besides, the comprehensivelocalization rate of the project reaches 80%, which significantly improves the overall self-reliance capability of China’s nuclear power industry chain.
The total installed capacity of 4 units of Ningde Nuclear Power Plant Phase I Project is 4.356GWewhich correspondsto 9% of total installed capacity of 49.19GWeof Fujian Province in 2015; 4 units could generate 30billion kWh electricityevery year which correspondsto the 16% of total electricity consumption of 185.2billion kWh of Fujian Province in 2015.Comparingwithcoal-firedpower plants of similar capacity scale, Ningde Nuclear Power Plant could reduce consumption of standard coal by 9.8 million tons, the contribution to the environment protection corresponds to afforestation of 67000 hectares, greatly benefits the carbon emission reduction.
Since being put intooperation, 4 units of Ningde Nuclear Power Plant Phase IProject maintainedgoodoperatingperformance. Operationaleventsabove INES level1 and major personnel safety, equipment damage accidents have never happened. Taking the year of 2015 as an example, the average capability factor of 3 in-service units was 87.77% and 11 WANO indicators reached the world’s top 1/4 (advanced level) among which 10 reached the world’s top 1/10 (excellent level), which is well comparable to similar units of foreign countries. As the first operating nuclear power base following the strategy of “stepping out of Daya Bay”of CGN, Ningde Nuclear Power Plant with its “safe and high quality” performance again proves the capabilityof CGN in nuclear power construction and operation, and also lays the solid foundation for the “going global” strategy as a member of the big family of China’s nuclear power industry.
In addition, 2 units of Ningde Nuclear Power Plant Phase IIProject are planned to adopt HPR1000 Chinese Gen-III nuclear power technology with proprietary intellectual property rights. The preliminary work of Phase IIProject is under way.
