Recently, the Xulong hydropower station project that China Energy planned to build on the upper reaches of the Jinsha River was approved by China’s National Development and Reform Commission (NDRC). This is the largest approved hydroelectric project of China Energy since its reorganization.

The hydropower station is the 12th tier of the planned “one reservoir, 13-tier” hydroelectric complex on the upper reaches of the Jinsha River. Located in the upper section of the mainstream of the Jinsha River on the border between Deqen County in Yunnan’s Diqing Tibetan Autonomous Prefecture and Derong County in Sichuan’s Garze Tibetan Autonomous Prefecture, the hydropower station is comprised of a double-curvature concrete dam, water discharge facilities, a cushion pool, an underground water diversion and power generation system, and a fish passage. The dam is 213 meters tall. According to the plan, the hydropower station will have four vertical francis turbine generators, each with an installed capacity of 600,000 KW, totaling 2.4 million KW. It has a designed annual power generation capacity of 10.5 billion kWh. The project has a total investment of 29.3 billion yuan and a static investment of 22.5 billion yuan. When completed, the hydropower station can save 3.15 million tons of standard coal and reduce carbon dioxide emissions by 7.86 million tons each year.
The upstream of the Jinsha River is a key hydropower base in China. After completion, the Xulong hydropower station will play a crucial role in advancing the development of clean energy base on the upper reaches of the Jinsha River, stabilizing economic growth, accelerating the green, low-carbon transformation of China Energy, pushing forward the development of western China, contributing to the realization of China’s carbon peaking and carbon neutrality goals, and boosting economic and social development and rural vitalization in Tibetan-inhabited areas.
